I can't open a new Chat ?!

If you can't start a new conversation with another parent of the class it may simply be because the teacher hasn't authorized it. 

The teacher manages in the settings of the class whether parents can initiate chats. Regardless of whether the parent has prime or not, or even if the class has an unlimited subscription which gives all parents prime, teachers have the authority on managing the chat as they see fit in their classroom. They can always initiate group chats with parents if you need to be linked for a private conversation with the parents of another child.

Parents don't have access to start a chat with the teacher but can send a contact request and the teacher can open a chat.
